Brierwood Bay Property Owner's Association Inc., is a unique private neighborhood off SH155 in Coffee City, TX. It sits approximately 9 minutes N of Frankston and 20 minutes SW of Tyler. Our community is adjacent to Lake Palestine which offers excellent fishing for bass, crappie, and catfish. We have two (2) Private Parks with fishing piers, boat ramps, and picnic areas. This site is an online source for news, information, and resources for residents of the Brierwood Bay POA.  The Upper Neches River Municipal Water Authority owns and operates Lake Palestine. It is surrounded by the counties of Anderson, Cherokee, Henderson, and Smith, covers 25,560 acres, has 135 miles of shoreline, and has a maximum depth of 50 feet with an average depth of 16 feet. The Neches River feeds the lake impoundment. The closest area for shopping and supplies is in Tyler, Texas, five to twenty miles away depending where you go on the lake. Berryville, Chandler, and Coffee Town are located on the lake. The State Board of Water Engineers authorized construction of Lake Palestine and Blackburn Crossing Dam began in 1960 by the Upper Neches River Municipal Water Authority and completed in 1962. An enlargement project was completed in 1969. It serves industrial, municipal, and recreational purposes.

On June 24, 2024, Texas Water Utilities filed an application with the Public Utility Commission of Texas (PUC) for a rate review. You will be receiving notice of this filing because you are current Texas Water Utilities customers. TWU is proposing a single, sustainable water rate and wastewater rate for all customers across the state. This rate reflects the true costs of delivering service including infrastructure investments and enhances the long-term viability of all water and wastewater systems. Before any rate changes can become effective, TWU's proposal will be reviewed by the PUC to ensure the underlying costs are prudent and reasonable. The BBPOA Board of Directors/Officers have no authority to approve any actions that will allow or facilitate the closing and/ or moving of the only entrance into the BBPOA, at Valley View Dr. and TX SH 155. Any actions made in this regard must be approved IAW Article IX: Purpose and Powers of the Association, (C), "Dedicate, Sell or Transfer all or any part of the Common Areas to any Public Agency, Authority, or Utility for such purposes and subject to such conditions as may be agreed to by the members. No such dedication or transfer shall be effective unless an instrument has been signed by TWO-THIRDS (2/3) of each class of members, Agreeing to such dedication, sale, or transfer”.  Wheras only an affirmative  vote by two-thirds (2/3) of the members of the BBPOA will allow the BBPOA Board of Directors to authorize the BBPOA President the authority to enter into a contract to dedicate, sell, or transfer BBPOA property to any city, county, or state authority.

The ANNUAL BBPOA MEMBERS MEETING held Saturday, January 11, 2025 at 10 am at the Coffee City Community Center, did not result in a quorum.
The following three individuals received the highest tally of votes from the meeting and will be appointed/reappointed at the Quarterly Board of Directors meeting on March 13, 2025 at the Coffee City Community Center at 6pm for the three open board positions and have been nominated for the the officer positions listed.

  • Steve Armendariz - 96 votes  - Nominated to head Roads Committee

ROADS UPDATE: County estimate for completion of Forest Hills Dr., from High Point Dr. to Brierwood Dr., is $27,000.00. BBPOA remaining road plan for Meadow Dr., Betsy Ln., Blueridge Dr., and Bayview Dr. estimated at $121,000.00.

PINEHAVEN PARK UPDATE. Repairs and updates to Pinehaven Park will begin in the spring. Volunteers are needed to make this happen. Please contact Charlotte Scroggins for additional details.
